As of today  special line between cars dedicated to motorcycles is introduced in Paris no other major cities of France.  So viltering among cars becomes legal.  Speed limit is set to 50 kms and measure would be discontinued during snow and icy conditions.
Who can check the speed of a vehicle filtrating among other vehicles in a way that can justify a ticket other than visual?

....the gendarmes in the lead car of a queue that is deliberately driving at 50, anyone who filters past gets shot, erm, I mean nicked!

Brian (who has never actually seen any scooter/moto riders killed on the Terrorphique but my God, they don't take prisoners and that is just the little French mademoiselles in high heels and pink helmets with those nerdy little aprons hiding their modesty  :o )
