Hi gang
I'm on the other side of La March... in France it's a bit pot luck as to whether or not they will 'catch' the import to France - this is true of stuff I have had from the UK and the US delivered here.
On the biking front - I had some gear sent over from a well known biker shop in Guildford - they strip their price of UK VAT (it's an export after all) and post out. When they sent via DHL (or some such) the courier did all the proper paperwork and lo and behold EU VAT was applied plus handling etc. Because it was a sale item it was still cheaper than anywhere else...
When I did the next order I asked them to send via Royal Mail - same deal - except it wasn't spotted by La Poste - and arrived without VAT/import handling etc applied.
The bigger the packet - also influences the chances of being spotted by C&E. Separate stuff from the US - a big boxwood - duly EU VAT'd etc; several packets - not spotted.
So - it's a bit of a lottery - but the exporter definitely shouldn't charge local VAT for an export if they do the papers right - VAT should be applied at point of landing.
