Is it this one, Chris?

'Being bare-chested in the street has also been banned in some areas. You could be fined up to €300 (around £250) for not following the rules.'

My quick Google suggests there's nothing special about Spain from 2025 but the whole of the EU is going to require ETIAS authorisation, which will mean applying in advance of your trip.

I understand this is aligned to to the requirements for fingerprints and facial recognition (again, all EU as far as I can see).

Big Brother really is watching!

You can't trust us third countries! I'm already trying to export bread packed out with sawdust. If only we were still in the cool kids club eh. I mean, who needs freedom of movement really? :/
Gibraltar people must be so upset/frustrated.

Ok morning rant over. That was close.

Haaah! Finally. Now if they do that for Aberystwyth too, we've removed freedom of movement for a whole region/demographic of England!

I think Chris might mean:

'UK tourists must provide '43 details' under Spain's new 'Big Brother' rules'

A pint goes to the first person that can find the original source, plus the list of 43 details. They do name a particular Spansih offical, but I can't see anything from an official Spanish web source.

From my searches the Birmingham Mail seems to be the primary source, and everyone else copied them:
'Currently, car firms and hotels are required to collect 14 pieces of information from customers to share with the authorities. This will go up to 64 for car companies in December, while accommodations will now need to record 43 details about their guests.'

And the closest to a list I could see :
1 First and last names
2 date of birth
3 gender
4 nationality
5 home address
6 landline
7 mobile number
8 email address;
9 number of travellers in their group
10 bank account number
11 cardholder

The internet is a weird place.

Take a look here
https://etias.com/

Firstly it's worth noting is that's not the offical ETIAS site, so I wouldn't enter name & email into their web form.
This is the official site:
https://travel-europe.europa.eu/etias_en

ETIAS is the new entry requirements that will be happening (is happening?) at Dover, etc on entry to Europe.
It's not Spain-specific. (They are the extra details being asked when checking in at Spanish hotels, or hiring cars in Spain.)

Hah! I meant the English people who visit Aber! I spent 3 odd years in that lovely hilly town :).

'Summer 2025' seems to be the latest informal guess.
